What "flat" means here.
No per-token anything
You never pay per token. A rewrite is a rewrite, whether the post is 300 words or 3,000 (content is capped at 30KB per request).
Quotas reset monthly
Rewrite counts reset on the 1st of each month. Decay detection and daily syncs are never metered on any plan, including Free.
